フォーカス移動や入力に反応して新しいウィンドウが開く・自動送信される・自動リダイレクトされるといった文脈の変化は、利用者が明示的に求めた時だけ起こすか、その変化を止める手段を用意する。ページ全体を一度に見渡せないスクリーンリーダー利用者ほど、予期しない変化で混乱しやすいための基準。
